A friendly cobbler and his wife warmly invite him into their home, but when the rest of the town discovers Roger's tendency to shred his sheets, the innocent boy becomes known as "The Monster of the Sewers." Based on the best-selling children's book, I Was a Rat! playfully satirizes the power of the press and the subversive swing of public opinion.
